With reference to your letter of the 4th April and subsequent interviews with officers of the Department concering the payment of insurance contributions in respect of Chinese connected with the Hong Kong Section of the British Empire Exhibition, I have to state that, as you have already been informed such contributions are compulsorily payable under the National Health and Unemployment Insurance Acts in respect of all persons employed within the meaning of the Acts in this country, even if their employers are abroad. In certain casea, numbered 111 to 119 on the list enclosed with your letter of the 4th April, the persons concerned are said to be a direct charge on the funds of the Section, and accordingly the Section would appear to be responsible as employers for
In other payment of contributione in respect of them. cases, it was understood that you would be good enough in this as in other matters to act on behalf of the responsible employers and to effect payment of contribu- tions in respect of those persons who are in the position of employees working for an employer for wages or other remuneration. In the case of persons who are propriators or partners of Hong Kong businesses, or craftsmen working on their own account, no contributions are payable, and the Department is prepared, having regard to your special knowledge of the prevailing conditions, to accept your opinion as to which of the Chinese are in the position of employed persons, and will
